
Oslo launched the 10th annual edition of its State of the City report in an event in Norway’s National Museum. The Business of Cities and Oslo Business Region convened city leaders to reflect on Oslo’s 10-year journey and shape the agenda for its next decade.
The 2025 edition highlights the city’s progress over the past decade, showing how Oslo has strengthened its position as one of the world’s leading small cities while steadily building its profile on the global stage. The findings reveal Oslo’s all-round rise in international rankings, moving from 43rd to 31st globally, and from 17th to 13th in Europe over the past six years. The city performs particularly well in the areas most influential for people and businesses choosing where to live, work, invest, and visit, with standout results in liveability, trust, and resilience.
The report notes that Oslo’s trajectory is increasingly shaped by global dynamics. Heightened international competition and shifting geopolitics are creating new opportunities for cities that can adapt quickly and with its strong foundations, Oslo is well positioned to attract talent, foster growth companies, and strengthen its international standing.
The launch featured keynote insights from Dr Tim Moonen of The Business of Cities, alongside contributions from Anita Leirvik North, Vice Mayor of Oslo, as well as representatives of Oslo’s central innovation district Punkt Oslo and the National Museum of Art, Architecture and Design.
Oslo: State of the City 2025 assesses the city’s achievements while setting out the priorities needed to enhance its growth, visibility, and resilience in the years ahead.
