
The Business of Cities continued its 10-year partnership with Oslo Business Region to deliver the 2025 edition of Oslo: State of the City, a milestone in Oslo’s work toward a robust, outside-in evidence base to set its trajectory and align the Norwegian capital’s leaders.
The 2025 report shows how Oslo has steadily climbed global rankings—driven by strong performance in liveability, trust, resilience and talent—while also facing new pressures from intensifying international competition and shifting geopolitical dynamics. Our work involved refining the benchmarking framework, analysing Oslo’s position among global peers, and helping leaders use the findings to inform priorities for talent attraction, innovation, sustainability and metropolitan coordination.
The report supports Oslo’s strategy, storytelling and international positioning for the decade ahead.
